Question: What is the ruling on forgotten to say samia allahu liman hamdahu two times in one salat when rising from ruku'u?

Saying the words of Sami'a Allahu liman hamidahu twice while rising from Ruku does not affect the validity of Salah. The prescribed way is to say it once. However, the Prophet (peace be upon him) said, "Allah excuses my community of three things: slip-ups; acts done due to forgetfulness; actions committed under coercion." (Reported by Ibn Rajab)

Furthermore, the words mentioned above are not external to prayer. They are merely supplications. So, it should not in any way take away from the rewards or correctness of Prayer.
